We publish a ranking in 31 states. Coverage is an intersection, not a default — a state appears only when all five of these hold at once.
- The advertising platform permits the category in that state.
- Our legal review has cleared the state.
- At least one partner accepts players there.
- That partner's own official rules include the state.
- The state is correctly implemented in our location routing.

21+ everywhere, which is at or above each partner’s own minimum.
Not covered (20)
These are excluded at the platform-policy layer before our own review begins. Several are also the subject of direct state legislation on dual-currency sweepstakes games. We show no rankings and no partner links to visitors in these locations.
